Secret diplomacy draws fire

Foreign Minister Timco Mucunski is facing strong criticism for what he refers to as 'confidential efforts' in negotiations with Bulgaria. These negotiations have taken place in private and without public disclosure. The Social Democrats, the main opposition party, argue that the minister is failing to provide essential information to the public. This is happening at a crucial stage in the country’s pursuit of EU membership.

Mucunski explained that the government is working to achieve a 'lasting and sustainable solution' for the ongoing dispute with Bulgaria. This dispute has prevented North Macedonia from starting EU accession talks. He cautioned that disclosing details might harm the negotiation process. He also warned that it might prevent a resolution.

A dispute frozen in time

Since 2020, Bulgaria has repeatedly stalled North Macedonia’s EU aspirations. It insists on resolving long-standing disagreements about historical narratives. These include the recognition of the Bulgarian language. They also involve the rights of Bulgarian minorities in the region. These issues have created a persistent blockade on the path to EU membership.

In 2022, a proposed compromise known as the 'French proposal' aimed to ease the situation. It asked North Macedonia to revise its constitution. This would include Bulgarians as a constitutionally protected community. However, the centre-right government led by VMRO DPMNE refused to move forward. This government assumed power in 2024. They refused without assurances that Bulgaria would not again disrupt the process in the future.

EU urges constitutional change again

EU Enlargement Commissioner Marta Kos has once again urged North Macedonia to reform its constitution to accelerate progress toward EU membership. In her most recent statement, she highlighted that the EU does not base its expansion strategies on advance guarantees or promises made by individual member states.

Mucunski has not disclosed the identities of the countries taking part in these confidential negotiations, but he has confirmed that discussions with multiple European allies are also taking place. He has emphasized that the government will not sacrifice its set 'red lines' in these talks, even as it seeks to find a way forward.

The Social Democrats, however, view the lack of transparency as a violation of democratic values. They declared, 'There is no normal country where a foreign minister says talks on the future of the country are a secret for its citizens,' in reaction to Mucunski's remarks, accusing him of shielding key details from public scrutiny.

North Macedonia first became an official EU candidate in 2005. The country anticipated quick progress after settling a long-standing naming issue with Greece, but the dispute with Bulgaria has continually delayed its path to membership. The ongoing stalemate highlights the complex challenges of EU integration, where historical and cultural differences can hold entire political processes in limbo.

Despite these setbacks, the government remains focused on finding a solution that balances diplomatic needs with its own political priorities. Mucunski’s insistence on keeping negotiations confidential underscores the delicate nature of the talks, as he works to secure a resolution that is both acceptable and enduring.

The situation remains tense, with Mucunski and the VMRO DPMNE-led government under pressure from both the opposition and the EU to reveal more information and make significant progress. The debate over transparency and diplomacy continues to shape the country’s future on the international stage.

“We are working on a solution, but not a solution at any cost, and not one that would prove unsustainable and bring us back to the situation we are in today.”
