Europe's once dependable energy infrastructure is now under strain as relentless heat waves continue into August. Nuclear facilities in France and Hungary are operating at reduced capacity or have stopped entirely. Hydroelectric plants in the Alps and Nordic region are experiencing severe declines in output. The continent faces a worsening energy shortfall, which is expected to lead to significantly higher electricity bills for consumers seeking relief from the heat.
Environmental regulations require reactors to curtail operations or cease entirely when river temperatures prevent safe cooling. The Chooz 1 reactor on the Meuse River will shut down on Saturday to meet a cross-border agreement with Belgium. Another reactor at Cattenom on the Moselle River near Luxembourg is also scheduled to stop operating.
Hydropower reservoirs in crisis
Hydropower production in the Nordic region is deteriorating rapidly. Norway, which generates more hydropower than any other European country, is filling its reservoirs at the lowest rate in two decades. Katinka Bogaard, managing director at Volt Power Analytics, reported that southern Norway has already supplied 3.8 terawatt-hours of power to Germany, the UK, and the Netherlands in the current year.
The decline in reservoir levels is not random. Insufficient snowfall last winter, followed by an unusually warm spring and summer that melted the limited remaining snow, left reservoirs with minimal starting water. Ongoing dry weather has prevented rivers from replenishing the storage. As a result, Europe's most adaptable source of low-carbon energy is diminishing at a time when electricity demand is increasing.
Fossil fuels and renewables bear the burden
With nuclear and hydropower production declining, Europe is relying more heavily on imported fossil fuels and variable renewable energy sources like wind and solar. However, those alternatives present their own set of challenges. Prices for natural gas and coal have spiked after disruptions in the Strait of Hormuz, caused by the collapse of a US-Iran ceasefire.
The current situation mirrors 2022, when Russia cut off gas supplies and triggered a surge in energy costs. This year's issues are exacerbating previous challenges. France's nuclear fleet is still working through an extensive maintenance schedule. Low hydroelectric output is repeating patterns from the past. With more hot days projected, there seems to be little hope for immediate relief.
Matthew Jones, head of power analytics at ICIS, said the heat waves are not only pushing prices higher in France but also in neighboring regions. “Given what existing heat waves have done, there are fears in the market that it will only get worse.”
Christopher Kurish, portfolio manager at Mind Energy, warned that the situation in Norway is particularly alarming. “So it’s very worrisome for the market.”
Europe’s interconnected energy grid is designed to balance local shortages by redistributing electricity from surplus areas. This year, for example, Norway has taken advantage of cheap solar power from Germany during midday hours when supply exceeds demand. However, as climate-related disruptions affect multiple regions simultaneously, the system's ability to manage these shocks is diminishing. Power prices can rise across the continent when multiple countries experience shortages, rather than being isolated to a specific area.
According to Katinka Bogaard, the low refill rates of Norway’s hydropower reservoirs will have long-term economic implications. But that’s what we need to get back to a normal situation.”
Although overall electricity generation has remained consistent with recent years, output has declined significantly during extreme heat periods, reducing supplies as demand for air conditioning peaks.
Many nuclear power plants in France rely on river water for cooling and then discharge the warmer water back into the river. Électricité de France Chief Executive Officer Bernard Fontana highlighted the shutdown of the Chooz 1 reactor and the prolonged offline status of Chooz 2.
The situation in Europe may become even more dire, with impacts lasting beyond the current summer. Without significant replenishment of hydropower reservoirs before winter, the continent could face a shortage of flexible electricity when gas storage levels are already below average. This would add further strain to the energy market during peak heating demand.
