From mid-April to mid-July, the National Energy System Operator (Neso) paid around 800,000 pounds to encourage households to reduce electricity use, as reported by the Financial Times. The high-pressure heat dome that struck Europe in late June led to wind turbines slowing down, gas power plants struggling, and electricity exports from French nuclear facilities declining. At the same time, electricity demand surged as people turned on air conditioning and refrigerators in an effort to stay cool.

Despite these challenges, Neso worked to keep the grid stable, but the system approached its operational limits. This situation highlighted the growing complexity of managing energy supply during extreme weather events. The heatwave placed an unusual strain on the system, pushing the grid closer to thresholds that are typically associated with the harshest winter conditions.

Whistleblowers and management claims

Claire Coutinho, the shadow energy secretary, recently revealed claims that employees at Neso were told by senior managers to bypass routine note-keeping procedures. This, it is alleged, left gaps in the audit trail and undermined proper documentation of their actions to stabilize the power system during the heatwave.

Coutinho also said that employees accused members of the corporate affairs team of pressuring operators to make decisions that would be favorable for the organization’s image, rather than the system’s stability. The whistleblowers reportedly voiced fears that the grid is becoming increasingly difficult to manage and that senior leaders are placing the grid—and by extension, the public—at risk in order to safeguard Neso’s reputation.

In response to these accusations, Neso has enlisted independent investigators from the law firm Eversheds Sutherland to look into the claims. The focus of the allegations appears to center on late June, a period that LCP Delta, a consultancy, described as a test of the grid under extreme summer conditions that are now mirroring traditional winter scarcity scenarios.

The heatwave forced Neso to take emergency measures to stabilize the electricity supply in Great Britain. Notably, these actions marked the first time such tools were used during a summer period. The heatwave, according to scientists, was likely more intense and more frequent due to the ongoing climate crisis.

Operational limits tested

In late June, the grid’s frequency dropped to 49.66Hz, just above the statutory lower limit of 49.5Hz. This marked a significant deviation for a system that typically operates at around 50Hz. The lower frequency was sustained for nearly an hour, which is alarming because even a small shift in frequency can signal major vulnerabilities in the grid.

A former employee of Neso told the Guardian that the prolonged period of low frequency suggested the system operator had exhausted many of the politically acceptable solutions for managing the grid under pressure. In such a scenario, more drastic actions—like cutting off power to industrial facilities—might have become necessary to avoid broader system failures.

However, Craig Dyke, a director at Neso, attempted to downplay the situation. He stated that no customers were disconnected during the heatwave, frequency remained within legal limits, and voltage and line loads stayed within acceptable ranges. Dyke acknowledged the heatwave caused 'tight operating margins,' but insisted the system functioned without major disruptions.

Despite Dyke’s reassurances, the heatwave forced Neso to raise alarms regarding electricity supply in the last week of June. The emergency measures included using gas-powered generators, which are a major source of carbon emissions. These actions reportedly came with costs in the millions of pounds for just a few hours of operation, highlighting the trade-offs between energy security and environmental impact.

Analysts noted that Neso also exceeded normal limits for power trading across the subsea cables that link the UK’s electricity grid to mainland Europe. This breach occurred multiple times during the heatwave week and was described as unusual by industry observers.

The heatwave tested both the technical and political preparedness of the UK’s energy system. The summer demonstrated that extreme summer conditions can now mirror the high-stress scenarios seen in the winter. As the climate crisis continues to intensify, the ability to manage such events without compromising the grid or public safety remains a major challenge.

LCP Delta noted that the recent summer heatwaves now create system conditions that were once only seen during winter scarcity events. This observation highlights the evolving nature of energy management in the face of a changing climate and underscores the need for more resilient and adaptive grid operations.
