A ribbon and a long-awaited promise
Casper Parks and Recreation Director Zulima Lopez described Thursday’s ribbon-cutting event at Washington Park as something she had long looked forward to. Over the past four years, the city has worked tirelessly to replace the park’s outdated tennis courts. These courts had deteriorated to a point where they no longer met safety standards for public use.
Lopez explained that soon after starting her role, members of the Casper Community Tennis Association approached her with a clear demand. They said the current courts were in such poor condition that they needed urgent attention. Now, the newly constructed facility at Washington Park has become a central gathering spot for local tennis fans. It features six brand-new courts designed to accommodate players from beginners to experts.
A patchwork of funding sources
The total cost of the project came to about $1.5 million, but the city of Casper was only responsible for 28% of the funding. The rest of the financial support was gathered through a mix of grants and donations from outside groups. Key contributors included USTA Wyoming, the Land and Water Conservation Fund, and the Daniels Fund, among others.
Lopez highlighted the importance of partnerships in making the project possible. The collaboration extended to the Natrona County Recreation Joint Powers Board and other local and state-level organizations. All of these groups played a role in securing the necessary funding and expertise. They completed the project on time and within budget.
More than just a place to play
The new courts are already being reserved for use by the local high school teams throughout the upcoming season. In addition to this, the Casper Parks and Recreation Department has scheduled tournaments and educational clinics to be held at the site. The courts will also be open to the general public during times when they are not booked for organized events.
Angela Emery, president of the Casper Community Tennis Association, shared that the organization has plans to introduce a middle school tennis program. This program will use the new courts as its base. The hope is that this initiative will kick off in the spring of 2027. It aims to provide younger players with opportunities to engage in the sport in a structured way.
According to USTA Wyoming director Peg Connor, the new courts offer benefits that go beyond just the physical space for tennis. “The real magic of tennis isn’t just on the court,” she remarked during the ceremony. “It’s in the community building that happens because of it.” Connor pointed out that the courts will foster friendships, help young people discover a lifelong sport, bring families together, encourage physical activity, and strengthen the local sense of community.
The mayor of Casper, Ray Pacheco, spoke emotionally about the significance of the project. For him, Washington Park holds a special place as the site where he spent a large part of his youth. “I grew up right here,” he said, addressing the crowd. “I played tennis, swam, and just spent countless hours enjoying this park. It’s a part of our city’s history.”
Pacheco added that the completion of the tennis courts is part of a broader effort to revitalize Washington Park. This multi-phase project has also included upgrades to the park’s pickleball courts, enhanced lighting and seating at the baseball fields, the addition of new restrooms, and expanded parking areas. He emphasized the park’s status as one of Casper’s most cherished and historically significant green spaces.
While the ribbon-cutting marks the official opening of the new tennis facility, Lopez noted that there is still some work to be done. Upcoming tasks include the installation of spectator seating, the addition of more lighting around the courts, and the completion of landscaping to restore the terrain that was disturbed during construction.
The ribbon-cutting event on Thursday was a celebration not just of the new infrastructure, but also of the many people and organizations who made it possible. With the completion of the project, Casper now has a modern, safe, and accessible tennis facility that will serve the community for years to come.
